Why Hong Kong Investors Are Choosing Turkish Citizenship: The E-2 Visa Springboard

In recent years, more Hong Kong investors have explored Turkish citizenship by investment as a second-passport option and as a potential springboard to the United States. The key motivation is often the E-2 Treaty Investor Visa route.

An Existing Limitation for Hong Kong Investors: No Direct Access to the US E-2 Visa

The E-2 Treaty Investor Visa allows nationals of a country that has an eligible treaty with the United States to invest a substantial amount in a real, operating US business and apply to develop and direct that enterprise.

Hong Kong, HKSAR and BNO passport holders currently do not have a qualifying E-2 treaty with the United States. Mainland Chinese nationals face the same treaty limitation. This means that a Hong Kong investor cannot normally apply for E-2 status solely on the basis of their current nationality.

Türkiye, however, has an E-2 treaty with the United States. Acquiring Turkish citizenship can therefore create a possible indirect legal route to E-2 eligibility, subject to the applicant meeting all US requirements. Compared with EB-5, E-2 is generally viewed as a faster and lower-cost business-investment route, but it is not permanent residence and approval is never guaranteed.

Why Türkiye’s Citizenship-by-Investment Program Appeals: 4 Structural Advantages

1. A lower threshold and a relatively fast process

Türkiye’s programme allows qualifying applicants to invest in options such as real estate from USD 400,000, or a qualifying bank deposit or fund investment of USD 500,000. The investment must normally be maintained for three years. Applications are often completed in around three to six months, depending on the file, project and official processing. There is generally no language test or minimum period of prior residence for this citizenship route.

2. Capital liquidity — only a three-year holding period

For qualifying property or financial investments, the holding period is generally three years. After the required period, the asset may be sold or restructured while Turkish citizenship is retained, subject to the applicable rules and professional advice. This liquidity is an important consideration for investors who do not want capital locked up indefinitely.

3. The whole family can be included

One qualifying investment can generally cover the main applicant, spouse and children under 18. This allows a family to plan its status together rather than submitting entirely separate applications.

4. Specific motivations among Hong Kong investors

  • Identity and asset diversification: a second nationality can form part of a wider family and asset plan.
  • Preserving existing ties: investors do not need to give up their Hong Kong home or business simply to explore a Turkish route.
  • Global business expansion: Turkish nationality offers broader travel access and, where the requirements are met, a possible E-2 channel to the United States.
  • Family flexibility: one structured application can coordinate the family’s longer-term mobility planning.

Citizenship records and privacy: an important distinction

Türkiye permits dual nationality and does not proactively notify an applicant’s original country as part of its ordinary citizenship administration. This describes the Turkish administrative process only. Nationality consequences depend on the law and status of the applicant’s original country; Hong Kong residents should obtain independent legal advice on the Chinese Nationality Law and any reporting or declaration obligations before applying.

Türkiye’s practical visa-free map

According to the Henley Passport Index, Turkish passport holders have access to roughly 113–114 destinations in the 2026 ranking period. Examples commonly cited include Japan for up to 90 days and Singapore and Hong Kong for up to 30 days, subject to the destination’s current rules. A Turkish passport does not by itself provide visa-free access to the Schengen Area, the United States, the United Kingdom or Canada. The E-2 treaty is therefore a separate strategic benefit from ordinary visa-free travel.

FAQ

  • Can Hong Kong residents apply for a US E-2 visa directly with their current status?

No. Neither HKSAR passport holders nor BNO holders currently qualify for a direct E-2 visa application, since there's no relevant commercial treaty between the US and Hong Kong/China. Citizenship from an E-2 treaty country (such as Turkey) is required first.

  • Does obtaining Turkish citizenship require giving up Hong Kong permanent residency or Chinese nationality?

On Turkey's side, Turkish law permits dual citizenship, so there's no requirement to renounce your original nationality. Whether your original nationality (such as Chinese nationality) recognizes or handles dual-nationality status is a separate legal matter, and should be confirmed individually with a qualified lawyer.

Eligibility, investment rules, processing times, travel access and E-2 outcomes depend on the applicant’s background, source of funds, selected project, documents and official assessment.
